Resident’s
permits
All German nationals are
required to carry an identity card. As many other countries do not issue
identity cards, the resident’s permit is for non-German nationals, an identity
card substitute document. All non-German nationals must be in possession of a
valid resident's permit. In the case of all citizens of each of the European
Community member states, the immigration authorities cannot ordinarily refuse a
resident’s permit. For all other non-German nationals, special rules apply.
